Each Gang / Criminal Org / Family can take a maximum of ONE hostage per day.
This Hostage must NOT be someone they know IC'ly. (E.G Friends of your Family)
Criminals may demand a CASH payment (Nothing Else) for a hostage.
Civilians can be worth up to 15k
Law Enforcement Officers can be worth up to 25k
High Command & Leaders can be worth up to 45k.
